According to the Paris Principles No. 1992/54 concured by the United Nations Commission on Human Rights, national human rights institutions should have the task of protecting, enhancing/promoting and popularizing  human rights.

Human Rights and Equality Institution of Türkiye was established in accordance with the Law No. 6701 to protect and enhance/promote human rights based on human dignity, to ensure the right of individuals to be treated equally and to ensure the prevention of discrimination in the enjoyment of legally recognized rights and freedoms. Also established to effectively fight against torture and ill-treatment and to fulfill its duty as a national prevention mechanism in this regard.

Our duties within the context of protection and promotion of human rights:

• To work aimed at protecting and promoting human rights and, to preventing discrimination and eliminating human rights violations
• By using the mass media, to inform people and institutions in the fields of human rights and anti-discrimination, also to create public awareness and sensitivity
• Contribute to generate of national curriculum specific to topics human rights and prohibition of discrimination
• To associate / carry out joint activities with universities for the protection of human rights, the elimination of discrimination and the improving of equality in society, and to support the establishment of human rights and equality departments in universities under the coordination of the Council of Higher Education, besides that to contribute to universities for determining their curriculums about human rights and anti-discrimination subjects
• In public institutions to contribute to the determination of the principles of pre-professional and in-service human rights and equality education programs and the execution of these programs
• To monitor and evaluate the legislative works in the scope of task, to inform the relevant authorities about their opinions and suggestions.
• Ex officio examining, investigating/inquiring, adjudicating human rights violations and following the consequences.
• To inform the public by issuing annual reports, except this, issue specific reports which are in the scope of task.
• To monitor and evaluate international improvements in the field of human rights and to cooperate with relevant international organizations within the framework of the related legislation.
• To collaborate with public institutions, professional organizations, non-governmental organizations and universities operating within the framework of the protection of human rights

To observe implementation of international human rights conventions which Türkiye is a part of. Pursuant to these conventions and by the utilization of related NGOs works; to present opinions in regard to reports which should be submitted by obligor State who is liable for submitting reports to the human rights watching, investigation and supevisory mechanisms

Pursuant to founding law of HREIT (law No. 6701, article 9), working aimed at protecting and enhancing human rights is one of the responsibilities/missions of Human Rights and Equality Institution of Türkiye

                                                                                       Consultation Meetings

 

 

In accordance with the law No. 6701 article 22 subsection 2 missions of HREIT are: Carrying out consultation meetings in the centre and provinces with the participation of public institutions and agencies, non-governmental organizations, unions, social and professional organizations, higher education institutions, printed and audio-visual media, researchers  and relevant persons, agencies and organizations so as to discuss human rights-related issues and to exchange information and opinions on these matters.

 

 

                                                            Activities for Provincial and Sub-provincial Human Rights Boards

Pursuant to article 1 of By-law on Principles for the Founding, Task and Work of Provincial and Sub-provincial Human Rights Boards, Province and Sub-provine Human rights board were established with the intention of enhancing human rights awareness in society and public officials, examining and investigating of alleged violations, analysing and researching obstacles to the enjoyment of human rights and freedoms and social, political, legal and administrative reasons leading to violations of rights, and lastly proposing solutions for these.

Pursuant to article 19 of By-law on Principles for the Founding, Task and Work of Provincial and Sub-provincial Human Rights Boards, a monthly report on their activities is prepared by the boards. Prepared reports are sent to the Presidency through the governorship within the first 10 days of the month following the period. In addition, the boards are obliged to send a report, which includes the activities carried out within the framework of the World Human Rights Day and Week program, to our Institution within a month through the governor’s office. Besides these, Action Plan on Human Rights, declared by the Presidency of Türkiye, which has also a goal as "Raising the Awareness of Public Officials on Human Rights", loaded a constant liability to our institution. As part of this liability and within the 9th Goal of the Action Plan, activities on developments in the field of human rights will be organised for the members and specialists of human rights institutions and human rights boards at provincial and sub-provincial.

In accordance with the law No. 6701 article 9, missions of HREIT are: raising public awareness on human rights through providing information and education including by use of mass media. contributing to the development of principles of pre-service and in-service human rights and equality trainings of public institutions and agencies and to the delivery of such training programs.

Cooperating with public institutions and agencies, non-governmental organizations, professional organizations and universities working in the field of protection of human rights and fight against discrimination is another mission of HREIT pursuant to law No. 6701 article 9.
 

Ex Officio Inquiring

 

In accordance with the law No. 6701 article 9, one of the mission of HREIT is:
Inquiring into, examining, taking a final decision on and monitoring the results of violations of human rights - ex officio.
 

In accordance with the law No. 6701 article 9, missions of HREIT are: Preparing annual reports related to the protection and promotion of human rights, fight against torture and ill-treatment and fight against discrimination which will be submitted to the Presidency of the Republic of Türkiye and Bureau of the Grand National Assembly of Türkiye.
