In accordance with Article 9/2-ı of Law No 6701; Human Rights and Equality Institution of Turkey is working as NPM. Within this scope, two separate study visits were organized to the Ombudsman of Serbia in 2019. Within the framework of these visits, various places of detention in Serbia were visited and the next visit was planned to take place on 18-19 November 2019 in Turkey. Under the agreed plan, the Serbian Delegation came to Turkey for a two-day study visit.

First day

Exchange of Views Meeting between National Preventive Mechanism Department of Human Rights and Equality Institution of Turkey and Serbian Ombudsman National Preventive Mechanism

During the meeting with the delegation of Serbia, detailed information was given about HREIT’s NPM unit with emphasis on mutual co-operation. At the end of the meeting, it was found out that some of the applications were similar and that there were different applications also.  In addition, HREIT was proposed to sign a protocol to the Serbian Delegation for strengthen bilateral co-operation.

After the first meeting, second meeting was held with the senior executives of the HREIT. During the meeting, the Serbian Delegation stated that the proposal of cooperation protocol would be returned to the in consultation with the Serbian Ombudsman. Furthermore, it was stated that all kinds of opportunities will be provided by HREIT for mutual solidarity and cooperation.

Study Visit to the 75.Yıl Nursing Home and Elderly Care and Rehabilitation Center

 The delegation of the NPM Department of Serbia, which consist of Head of the NPM Department Tamara BLAGOJEVIC, Specialist Jelena SAMARDZIC and Specialist Marko ANOJCIC, and the delegation of NPM Department of HREIT which consist of Department Coordinator Abdulmuttalip ZARARSIZ, Human Rights and Equality Specialist Nurullah ÖZGÜL, Human Rights and Equality Specialist Merve SİSLİ, Psychologist Aylin ÖZTABUR, Human Rights and Equality Assistant Specialist İhsan Deniz AY and Human Rights and Equality Assistant Specialist Pınar KAÇAN TOKLU made a visit to the 75th Year Nursing Home and Elderly Care and Rehabilitation Center.

Second Day

Study Visit to the Sincan Open Prison Center

On the second day, the delegation of the NPM Department of Serbia, which consist of Head of the NPM Department Tamara BLAGOJEVIC, Specialist Jelena SAMARDZIC and Specialist Marko ANOJCIC, and the delegation of NPM Department of HREIT which consist of Board Member Mehmet ALTUNTAŞ, Department Coordinator Abdulmuttalip ZARARSIZ, Human Rights and Equality Specialist Nurullah ÖZGÜL, Psychologist Aylin ÖZTABUR, Human Rights and Equality Assistant Specialist İhsan Deniz AY, Human Rights and Equality Assistant Specialist Oktay ALKAN and Human Rights and Equality Assistant Specialist Pınar KAÇAN TOKLU made a visit to the Sincan Open Prison Center.
