The HREIT Delegation consisting of Board Member Muhammet Ecevit CARTİ, Human Rights and Equality Expert Dr. Ertuğrul YAZAR and Assistant Experts on institution, visited detention centers in Kars.
HREIT Delegation met with Kars Deputy Governor Mehmet Zahid Doğu on the first day of their visit. During the meeting, human rights issues in Kars and the activities of the Provincial Human Rights Board were discussed.
The delegation later met with the Rector of Kafkas University Prof. Dr. Hüsnü Kapu. Board Member Muhammet Ecevit Carti stated that the close relations developed with universities in the recent period will make significant contributions to the protection and promotion of human rights and the fight against discrimination. The Rector Prof. Dr. Hüsnü Kapu, on the other hand, drew attention to the importance of raising awareness of human rights among young people and emphasized that the cooperation between HREIT and Kafkas University would create a strong synergy.
Afterwards, the delegation made unannounced visits to the Provincial Police Department remand prisons and Kars T Type Closed Penitentiary Institution, respectively. Provincial Police Chief Yavuz Sağdıç, Deputy Provincial Police Chief İbrahim Etem Öztürk, Director of Penitentiary Institution, Ramazan Yiğit and Second Director of Penitentiary Institution, Muhammed Hakyemez provided detailed information about their institutions to the HREIT Delegation.
After the meetings, ‘Situations relating to the physical conditions of the institutions, the situation of vulnerable groups such as people with disabilities and the child kept with the mother, the treatment to the detainees, the health services and the measures taken for the Covid-19 pandemic and vaccination studies, nutritional conditions, social activities, daily life and communication with the external world’ were examined in the context of international standards, and; one-on-one interviews were held with people deprived of their liberty.
As a result of the visits, reports containing the assessments and recommendations regarding the examinations and interviews will be prepared and shared with the relevant institutions and the public.
